Temporary foreign workers in BC construction

According to the most recent survey (January 2024) done by the Independent Contractors and Businesses Association, in BC “…four in five contractors still can’t find enough of the people they need. This dynamic has not changed for years…Despite record levels of immigration, B.C. builders flag labour shortages of people (79% of contractors say there aren’t enough skilled workers), as a major challenge”.

This presentation will focus on the way temporary foreign workers have and will continue to mitigate the labour crunch in the construction industry, some recent initiatives by the provincial government in this area and the main programs available to employers to hire labour from abroad.

Oscar Franco, BEcon, MEcon, MBA is the founder and Managing Director of Plural Canada Immigration Solutions & Services, Ltd., a Vancouver based firm committed to offering expert guidance and services to both firms and individuals. He is a Regulated Canadian Immigration Consultant, a member in good standing of the College of Immigration and Citizenship Consultants and a member of the Canadian Association of Professional Immigration Consultants.

Oscar has dual Mexican and Canadian citizenship. In Mexico, he developed an extensive career in academia, public service, and the financial industry. Already in Canada he worked for a global bank, the Trade Commission of Mexico and in the Mexico-Canada Seasonal Agricultural Workers Program of the Consulate of Mexico in Vancouver.
